Victor Timely is a variant of Nathaniel Richards, also known as “Prime Kang,” who, after being defeated by the Avengers, travels back in time to 1901 and establishes the town of Timely, later known as Chronopolis.

Chronopolis ultimately exists outside of time and serves as a nexus between the past, present, and future. The MCU has been alluding to Chronopolis or a version of it for quite some time as the city made a fleeting appearance in Ant-Man and the Wasp.
