Pirates are a major force on the seas of the One Piece world. A pirate’s danger to the World Government or the Marines is indicated by their strength, their knowledge, or even just by their reputation. With the end of the Wano arc in the One Piece manga, a fair amount of characters asserted how dangerous they are and the threat they pose to these organizations.

Oftentimes, a high bounty can indicate how dangerous a pirate is, but with the Government trying to cover up several events, lower bounties are often issued as well. As such, bounties are often not a just indicator. With that in mind, the One Piece world is riddled with pirates who strike fear in the hearts of the World Government and the common people alike.

7 Trafalgar D. Water Law

Trafalgar D. Water Law has been a core part of the One Piece story ever since the timeskip. Being one of the Supernovas, he made an alliance with Monkey D. Luffy to take powerful foes, starting with Donquixote Doflamingo and ending with Kaido during the Wano arc.

What makes Law so dangerous and wanted is also his possession of the Ope Ope no Mi, a Devil Fruit so overpowered that it can grant immortality. For his contribution in Wano and everything prior to that, he received a well-deserved bounty of 3,000,000,000, identical to Luffy and Kid.

6 Edward Weevil

Edward Weevil, also known across the world as Whitebeard Jr, is a very mysterious character in the world of One Piece as of now. Little is known about him, and he and his mother claim that he is the son of the late Yonko, Whitebeard. While nothing is confirmed as of now, it is unknown if the World Government takes the claim about his parentage seriously. Yet, he is a danger to the Government and the Marines.

Being a member of the Shichibukai before their dissolution, he is quite a powerful character and this is obvious from his 480,000,000 bounty, despite him not contributing anything significant to the story so far.

5 Shanks

Red-Haired Shanks is one of the Four Emperors of the Sea and that alone makes him a very dangerous pirate to the World Government and the Marines. While Shanks was seen talking to the Gorosei during the Reverie arc, it is unknown what his relationship with them is.

Seeing how he was able to singlehandedly stop the war during the Marineford arc, it is obvious that the Marines fear a conflict with him. And for all that, he is worth a bounty of 4,048,900,000 berries, one of the very highest in all of One Piece.

4 Mihawk

Mihawk is the world’s strongest swordsman and is also known as “The Marine Hunter.” He is a big danger to the Marines for obvious reasons. While his Shichibukai title was keeping him out of conflict, now that the system has been dissolved, he is once again a danger that they are trying to capture.

Added to everything his skill as the strongest swordsman and the recent foundation of the Cross Guild, alongside Buggy the clown and Sir Crocodile. All of this amounts to a bounty of 3,590,000,000, making him one of the characters with the highest bounties in the series.

3 Nico Robin

The Straw Hat Pirates’ archeologist is an individual everyone in the One Piece world desires to capture or get on their side. While she can hold her own very well in a fight, her strength can’t compare with others on this list.

However, her knowledge makes her one of the most dangerous individuals to the World Government.

Being able to read the Poneglyphs and, therefore, being able to translate the ancient language, the risk she poses cannot be understated. She was granted an impressive bounty of 930,000,000 berries and she has one of One Piece’s highest female bounties.

2 Monkey D. Luffy

Monkey D. Luffy is one of the most promising pirates to rise in recent years. This is especially true now that he has proved his strength in the recent Wano arc where he defeated former Yonko Kaido and earned that title for himself. While his 3,000,000,000 berri bounty in itself is impressive, it is most likely not a true reflection of what he really deserves.

As the name of the Gomu Gomu no Mi is actually the legendary Hito Hito no Mi, Model: Nika, the Government has to view him as more of a risk due to the implications of him being Joy Boy.

1 Blackbeard

Marshall D. Teach, most commonly known as Blackbeard, is currently one of the Yonko, which in itself is an indicator of how dangerous he is. His current bounty is at an impressive 3,996,000,000, making him one of the most wanted characters in One Piece.

He is the only known character to possess more than one Devil Fruit, and that makes him extremely dangerous – especially seeing as both of his current Devil Fruits, the Yami Yami no Mi, and former yonko Whitebeard’s fruit, the Gura Gura no Mi, are the strongest of their kinds.
